This is the Advocate Faction from the Storms of Kural two player starter set for Relicblade by Metal King Studio
The basing is simple to allow for consistent basing across all miniatures in the line.
The painting is designed to be higher contrast to look good on the tabletop but with some smoother blends so it stands up to closer examination.
