Gundam Assemble: GFred (Gqx)
Painted in a 'neon comic book' style, with glazed fluorescent gradients, and super matt-black shadows and blacklining to make it pop.
The base is freehanded to resemble the 'Kira Kira' warp effect seen in the Gundam Gquuuuux anime.
